Biography PhotoDr. Frank  McCluskey
Executive Vice President and Provost

Dr. Frank McCluskey, Provost of American Public University System (APUS), leads the Academic team for its two institutions of higher learning: American Military University and American Public University.

Prior to joining APUS, Dr. McCluskey served as the Dean of Online Learning at Mercy College in Dobbs Ferry, NY where he helped create and develop the distance learning program beginning in 1990 with a grant from IBM. As Dean of Online Learning, Dr. McCluskey oversaw 260 professors, 2500 students and 200 online courses every semester. In addition, he managed 700 blended and hybrid courses with another 620 professors and 5400 students mixing some elements of both in-class and online learning.

Dr. McCluskey has also been active in accreditation matters having served on online learning accreditation teams for New York State, one of the more stringent accrediting bodies in the U.S. He has also been a corporate trainer and organizational consultant for the American Management Association.

Upon graduating from Bloomfield College in New Jersey with a B.A. in Philosophy, he enrolled at the New School for Social Research where he earned both his M.A. in Philosophy and Ph.D. in German Philosophy and won an award for the best dissertation in philosophy. In 1977, after completing his Ph.D., he joined Mercy College as a faculty member in the philosophy department. Dr. McCluskey also received a post-doctoral fellowship in philosophy at Yale University at this time. In the eighties, he took on adjunct positions at Marymount College and Western Connecticut State College.

Dr. McCluskey has published papers and given scholarly presentations on such topics as online pedagogy, active learning, and the administration of online learning in higher education. He is currently at work on a book about the impact of digital learning on the structure of the modern university.
